About the framework

What is the Iceberg Model?

The iceberg model is a systems thinking framework that analyzes problems at four levels of depth. Like an iceberg where 90% of the mass is below the waterline, most drivers of organizational and social problems are invisible at the surface level.

The iceberg model is used in organizational development, public policy, education, and strategic consulting — anywhere leaders need to move beyond symptoms to address root causes.

The four levels

  • Events: What happened — the visible incidents and data points everyone can see
  • Patterns: What's been happening — recurring trends over weeks, months, or years
  • Structures: What's causing the patterns — policies, incentives, processes, and resource allocations
  • Mental Models: What beliefs maintain the structures — assumptions, values, and cultural norms
