MoSCoW is a requirements prioritization framework that categorizes items into four groups: Must Have (non-negotiable for this release), Should Have (important but not critical), Could Have (desirable if time permits), and Won't Have (explicitly deferred). The method forces teams to make hard scope decisions upfront rather than treating everything as high priority.
